Activity cost of external operation is not calculated in CK11N

We have following requirement from user to be MAP in SAP-

User process one material externally for first operation & do second operation in house.

But for first external operation user uses only machine of vendor & his employees carried out operations on that machines

So user wants external cost(machine used cost) as well as labor cost(cost of labor) to be calculate in standard cost estimate.

Can we map above scenario in routing so that we can capture both cost?

I have tried to maintain control key as external procurement for first operation but while running standrad cost estimate only external processing cost is caluated from purchase info record & system not considering labour activity cost which is assinged to first operation

So please help me regarding this requirement.
