Has anyone implemented multi-level approvals for CATS? If so, can you share how you accomplished this. We would like a workflow that starts with Approver A and then goes to Approver B and then updates CATS record with status '30'.

I would recommend:
1. First, I'd recommend testing the SAP standard workflow templates/task(s) WS40001001 (multi-step obsolete), TS31000007 etc., to get a good idea how the standard workflow works. (Don;t change standard workflows, just test.)
2. After you get a good idea how the standard workflow works, deactivate its linkage (if not already deactivated)
3. copy standard workflow template/task(s) to custom workflow template'task(s). You may use which SAP Transaction code PFTC, SWDD, etc. whichever you are more comfortable. (save new custom workflow template/task(s)
4. add new workflow task(s) within your new custom copy of workflow template/task(s), for second approver, Save.
5. setup first and second approvers the way you want (using either organizational plan, or role(s), or rule(s), etc.
6. test your new custom workflow template/task(s)
