VAT Registration Number cannot show data on VF03 but I already configured TAX ID via BP ( payer , sold to , ship to are the same one) please advice ?

I assume that you created the documents after changing the master data. If not - please test with new documents.
Use the troubleshooting hints from Guided Answers on the subject: VAT Registration Number determination.
Also, to be on the safe side, verify that there is no custom data transfer routine that clears the value of the VAT number.
