IDN not getting converted to IBD(PPF action error)

Hi Folks,

I am trying to convert IDN to IBD in sap ewm but getting an error for PPF Action .

All the HUs setting is correct and Warehouse process type setting is assigned correctly too , still getting error.

Can someone help me here?
