Is updating crystal framework necessary when changing version CR for visual studio

I used crystal reports 13.0.12 with visual studio 2012 to create desktop apps.

then i migrate to visual studio 2017 with crystal reports 13.0.26, i replaced references but when the apps calls a reports on customers machines an exception happens: failed to load report.

Is there a solution that let my customers use application without installing new framework of crystall reports... may be copy new dlls without installing....
