Error While importing UDF file for user id and Decouple

Hi Experts,

While uploading the employee UDF data for user id 1452, getting the error

"User: [1452]This UserId [1452] is duplicated with existing person_id_external."

I have checked using check tool and there is no orphan id exist with 1452 in system.

As suggested by SAP, I tried for compound delete for HRIS element "personRelationshipInfo", but system is not supporting the compound delete for Dependent portlet and giving error.

At the time for personInfo compound delete system is throwing error and stating "Biographical Information can only be deleted for an orphan person].

Now SAP is asking to perform below steps

1.Decouple 1452 from 2820. It was requested before. However, engineering had run database SQL query and found that there are dependencies on person id ext=1452 in table per_person_relation_t and the dependency is still present.
2. Once decoupling is done, 1452 will become orphan. Then customer can use compound delete to delete this person id.

Can you please guide me, how can I perform decouple.
