Crystal Reports 2016 user permissions effect on parameters

Regular users can not use parameters. They can manually enter a parameter and enter or x out of the window. The OK button, Cancel button and Date Picker do not work for users. Everything works fine with an admin user.

What do I need to apply permissions to for my users?

I have added user full permissions to the C:\Program Files (x86)\SAP BusinessObjects and C:\Program Files (x86)\Crystal Decisions (probably from our previous Crystal 10 installation) with no change. They already have full access to the report file.
