Varint factor in Variant Config

My problem is little weird, we are trying to add some new functionality in our current setting of variant config.

Just before few days, Our Production client get copied to Quality client.

Variant factor is updating properly in Production but not in Quality. I compared everything and looks same.

Can anybody help me to find where should I look to see the difference between two??
