If that doesn't offer you any clarity, I would suggest you get into Contact with stanimir.eisner who is SAP Product Owner for SAP CAL. I read the following (recent) Statement of his on this Blog :
"The 30-day free trial license agreement does not include a developer key. The SAP CAL subscription itself does not include it too, but it will enable you to bring your own SAP S/4HANA license that may include a developer key."
