Interfacing Master Batch

Hi, i wanna ask about SLED and Vendor Batch. Our Client is implement some third party information system and it will be integrated with SAP, and as a consultant, our client expect to us for interface "Batch Master". If SAP's user change the SLED or Vendor Batch,those field will be triggered to be interface to the third party system application, If SLED and Vendor Batch not change, it wont be interface. My question is, what table to notice if SLED or Vendor Batch is changed (Exclude CDHDR and CDPOS)? Because those field will be the source to outbound to third party information system.

And my other question is, if we change the SLED from 15.10.2019 to 15.10.2020, could MCH1 table adequate to notice the changes if we use the enhancement (enhancement for outbound to another system)?
