Shall We Create Two Counting Rules for One Absence Type?

Hello Experts,

Can we create two counting rules for one absence type based on conditions it should be read.

Example:

Condition 1.If employee applying PL leave up to 7 days week off and public holidays should not be treated as absence.

Condition 2. If employee applying PL leave more than 7 days week off and public holidays should be treated as absence.

I am planning to IT-2001 enhancement, while saving infotype based on condition respective counting rule have to read.

Is it right way or any alternative is there pls gude.
