Analysis for Office Excel Design Rule Formula - Cannot lock cell reference and drag down

In analysis for office I have added a new line column and need to do a simple percentage calculation referencing a cell that is locked in place then need to drag down and populate the following rows.

Below is the original input

Once I enter the formula in the cell lock is taken away on C36 ($C$36 --> C36) and then when I try and drag down to the following three rows the cell reference is changed to the same as the numerator in the formula (C32) and then the entire column is populated with the formula as shown below...

Does anyone have any insight on adding locked cell referenced to design rule formulas and populating vertically down columns or horizontally through rows.

    A named range would work.

    Or if performance isn't much concern, this formula should work:

    =IFERROR(INDIRECT("RC[-1]",FALSE)/INDIRECT("C36",TRUE),0)
