Why PO created on Date and Document date are different for PO,

in What circumstances the PO created on date(EKKO) and Document date are different. on what basis the PO created on and Document date are calculated? is it on System date or SAP date?

i have created PO on 31st OCT 2019, the document date is showing 31st Oct 2019, but in EKKO created on is 1st Nov 2019

Why system is showing Created on as 1st Nov 2019 even though i created the PO in 31st Oct 2019?

I recommend that you read SAP note 1722222 - When are the fields AEDAT and BEDAT updated in Purchase Orders? It explains from where the system determines the dates for document date and creation date in purchase orders.

In short - one possible reason can be that the user manually overwrites the pre-defaulted date for PO document date. Another possible reason is (as you have probably guessed) is the time zone difference. For document date (BEDAT) the default date is set taking into consideration the local date while AEDAT is the system date (in the time zone of the server). So for example if my server time zone is EET (+2 hours) and in the user master record I have RUS14 (+14 hours) and the server time is 20:00 this will mean that the pre-defaulted date for document date will be 05.11.2019 while the server date will be 04.11.2019.

Check your user master record in SU3 to see which is the user time zone and which is the server time zone. Or you can see this from System->Status:
