Is Crystal enterprise 2016 backward compatible to run 2013 crystal reports
You've got your terminology mixed up a bit. Crystal for Enterprise (CRE) version numbers are based on the version of the BI Platform that they connect to - for example, the latest version is 4.2 SP7. "Classic" Crystal uses the year numbers to indicate the version - for example 2013 or 2016.
CRE will work with reports created in earlier versions of CRE. Classic Crystal will work with reports created in earlier versions of classic Crystal (back to version 9 - earlier versions had a different internal structure in the .rpt file.)
However, CRE reports will not run in classic Crystal and, I believe, classic Crystal reports will only run in CRE if they are modified to use a Connection within the BI Platform.
