From a technical perspective this could surely not be that complicated to enable and allow the user the loading of a time-slice of transaction data using a customer released tool, without having to use a consulting sevice.

I am not an expert on the topic but I beg to disagree that loading historical data in S/4HANA is not a complicated thing. This means that you will be updating directly in the database because the well-known BAPIs/IDOCs/Direct Input programs for document creation won't be of much use. I am not sure that there are many consultants who can confidently and rightfully say that they can tell you all the tables and fields that get updated in their area of expertise for each of the specific processes in the company where they work (for both S/4HANA and ECC). If your legacy system is not SAP-based it may be even harder to find experts with the relevant knowledge if you need to build the tool by yourself. If a third party tool exists for the combination of your legacy system/version and target system/version I would expect that it will be also very expensive and you will still need to make some adjustments because there will be some business specifics in your company which deviate from the default/standard approach.
Keeping the historical data in the system is one of the main reasons why some companies choose system conversion instead of a new implementation. I guess one possible alternative solution can be to archive the data which you do not need and then have some external reporting solution where you replicate the data from your legacy system.
