APO PPDS: Automatic change over of Source of Supply (PPMs)

I have 2 PPMs at one plant with different Priorities. So when the higher priority one is down, it should pick the less priority PPM automatically. But System is putting all Orders on Resource of PPM1 when resource 2 is free. User does not want to alter the priorities, as resource no 1 is always their top priority. But when its down or Capacity constraints, it should pick resource #2.

And there are no Quotas maintained in this scenario.

How to make this possible ?
