PR to PO quantity changes when rounding value maintain in Material master

Hi Dear expert community,

Base unit of Measurement as ML
Order unit in Purchasing tap as GAL

And we have maintain a rounding value 3786 in material master MRP1 view for planning purpose. We have a SAP quantity MM contract with quantity 15 GAL of the part number to order. When MRP ran it has created a demand and a PR got created with quantity 41646 ML
Conversion ML to GAL

1 US gallon (gal) = 3,785.41 milliliters (ml)

So logically if we have 41646 ML which equal 11.001709 if they in SAP with 3 decimal it will 11.002 but when we are converting the PR to PO quantity is getting change in PO as 12 GAL but it should come as 11.002 Gal instead.

Can you please help in this regard, i know if we remove rounding value from material master it will work fine, but we want to have rounding value also in place to have correct value in PO
