Choose layout versus Layout Choose

pic2.pngpic1.pngWe are using SAP GUI 7.5. When different users run a report and then select "Choose Layout" different pop-up windows are displayed. One user has a pop-up with the header "Layout Choose" - it looks like an ALV grid. The other user gets a pop-up windows with the header "Choose Layout" - it has a Fiori look. The differences are captured in the attachment. What causes the pop-up windows to display differently?
