Persist Transaction saves the transaction's execution in Transaction Manager (in your Netweaver platform). Always is good when first testing your system's functionality, On Error or Never when in Production as the Transaction Manager is a bit of a resource hog. Same settings exist in Scheduler for jobs. And the same advice holds true. Early on, it is helpful when troubleshooting. After things are running smoothly, then set them to either On Error or Never. I prefer On Error, but either works. You can always turn them back on to Always if a problem arises.
I think the retention is set in the System Properties in System Management in the MII Portal, six items up from Message Listeners. I have not touched those settings in almost any of my consulting gigs. Despite being very familiar with the system, I am not a Netweaver Admin by either training or desire. Default persistence is set there. I think factory settings are 8 hours.
