How to limit authorization for certain data that admin can edit in Employee Master Data?

Hi All,

Please Advise.

Employee A is hired on 01.01.2019, then he is mutated to new site as per 01.02.2019, personnel admin in new site should not be able to modify any data that created from previous site (should not allowed to modify data before 01.02.2019).

Is there any authorization or function that can help? Thanks in advanced.
