Receiving DBSQL_DUPLICATE_KEY_ERROR during KE3I Operating concern transport

We are in the process of migrating from ECC to HANA 1809. At this moment, we are completing the "Preparations and Migration of Customizing for Controlling". At the last step, Transport Operating Concern, the job to create the transport is ending in short-dump with error: DBSQL_DUPLICATE_KEY_ERROR

Suggestions on cause and how to get past this?
