This version of Crystal is very old and has been out of support for more than 10 years. It was never designed to work with Windows 10.
You might be able to run Crystal in Compatibility Mode to get it to work for you - find "crw.exe", right-click on it and select "Troubleshoot Compatibility". You'll probably need to set it to run in Windows XP mode.
If that doesn't work, you'll need to consider upgrading to the latest version - Crystal 2016.
