Substitution rule activate

Hello Gurus, I have went thru several communications but didn't find my answer. I have existing set with callpoint created and working fine. But now have requirement to add new step in existing set and edit one existing step under same set. Therefore, I have created directly new step and edits under GGB1 directly and then selected set and carried out change by only selecting Transport sets out of three options. Is that correct so far?

Now, that i started testing i don't see my rule playing role. Do i need to activate it and if i do how since i didn't started my step from OBBH screen.

Please advise.
