upgrade odbc from ODBC6 to ODBC13 to use TSL

We upgrade ODBC driver from the ODBC6 to ODBC13 to use the security functon. But some .rpt templates are wrong.

exception as below:

    Please make sure below configuration is in place...

    Verify the service account has NTFS read access to the report directory.

    For more information please check SAP note below
