COP1 - Quantity is rouded to "0" or "1" Km

I am trying to create an HU on transaction COP1 and If I put the value in Kilometer smaller than 0,400 the system is showing the follow message: "Quantity has been rounded".

Why the system is not allowing 0,400 km?
