sybase database cpu User Busy 100% poor performance in productive system

When the system is less visited ,my sysmon like :

Engine Utilization (Tick %) User Busy System Busy I/O Busy Idle

Engine 34 75.4 % 0.3 % 19.6 % 4.7 %

When the system is heavily visited,my sysmon like:

Engine Utilization (Tick %) User Busy System Busy I/O Busy Idle

ThreadPool : syb_default_pool Engine 0 100.0 % 0.0 % 0.0 % 0.0 %

This server has 64 CPU, 256 GB RAM .

Can anybody sujects what can be the problem?.
