Client install issues for crystal report for VS

I am upgrading our .NET application and crystal reports XI to avoid the old 1.0 .NET Framework on our network? Our reports used to use ttx files, this was changed to XSD to remove issues with ttx on 64 bit machines. The application was designed so that we could add report names and stored procedures and parameters to a table for the new reports to be added without recompiling the application. The application runs on release mode on the development machine, but when I go to a fresh client machine to install the application, I receive the error 'The type initializer for 'CrystalDecisions.CrystalReports.Engine.ReportDocument' threw an exception.' I have installed the crystal reports for VS redist install 64 bit 13.0.20. The .net framework of 4.8 and 3.5 are on the client. Any other suggestions as to what is wrong

    The error usually means the wrong runtime version is missing, 64/32 bit.

    CR's runtime is for the app platform and not the OS, install the 32 bit CR MSI package.

    Did you do the install while logged in with Admin rights? There are a number of registry settings that are updated and you need to have Admin rights to do that.

    Yes. The network administrator did the install with admin rights.

    CRforVS_redist_install_64bit_13_0_20.zip was used on the client.

    Did you compile your app with X64 in the project or AnyCPU?

    CR runtime is for your app's platform not the OS.

    Try installing the 32 bit MSI package.

    The app was compiled under AnyCPU. I tried installing the 32 bit msi package but there was no change.
