BSI tax factory License install issue

I am trying to install the BSI machine key on our server.

Saved the license file in /sapmnt/exe.

Tried to enter the command line prompt.

> tf10lic -i machinekey.lic

ConnectToDataSource() failed: 8886 - UNABLE TO CONNECT TO TF10/BSI SQLCODE RETURNED : -1017.

Any suggestions on this error please?
