Creation and configuration Deferred tax in NON-localized country

I have a question regarding creation and configuration Deferred tax in SAP cloud application Studio in NON-localized country. We have a customer from NON-LOCALIZED country (Ivory Coast) who needs set-up a deferred tax. Of course, I am doing exactly what is written in guide (localization toolkit) provided from SAP.

When I did exactly the same as is written in the guide, this error message appeared. ( See attached Printscreen ). I found that I am not the only one who have this error ( see attached printscreen 2 ). Unfortunatelly, there is no answer on this topic and I am not able to do it.
