Hello,

I believe you are talking about microsoft power BI, Microsoft power bi have rest api for dashboard and many functionality which you can consume in node.js application and then make a response the way CAI understand then deploy that app to sap cloud platform cloud foundry, then call that node.js as web hook for particular skill. Well you cant generate chart as response it has to be standard like text or image which is available in CAI, Use standard skype connector for integrate that bot with CAI

When you mean show a power BI visual or report you mean an "interactive" visual or just a screenshot. Because I highly doubt that the first option is even possible.

If it's webchat channel perhaps with a lot of investigation and development building your custom webchat renderer.

IMO just show some values or KPI and then a link to open the corresponding report in Power BI.
