Change request with target blank via Solution Manager

People,

I have created a message and a change request via Solution Manager. After that, I created one more request in this message.

I didnt notice the first request was created with target system blank. Whey I try to transport via Solution Manager, I receive some messages, like "request dont imported to test system" and the status is reset. I could see the "local" request was released.

How can solve this?
