How to control the release strategy of PO by whether the PO is created manually or through MRP?

Here is our user's need:

We want to eliminate approving releases (order quantities) in ME28 when we run MRP to PO, but want to continue to approve spot buy orders in ME28.

Can this be controlled by customizing, but not through enhancement?
