How to control the release strategy of PO by whether the PO is created manually or through MRP?

Here is our user's need:

We want to eliminate approving releases (order quantities) in ME28 when we run MRP to PO, but want to continue to approve spot buy orders in ME28.

Can this be controlled by customizing, but not through enhancement?

Irrespective of document type , MRP PR are created with creation indicator B- for your PO release strategy design , you can may use USRC1 or USRC2 with CEKKO and discuss with ABAPer for enhancement not to trigger release strategy if PO created from PR where PR alreday have creation indicator B

You can create difference document type for MRP's PO and manual PO.

MRP's Po without release strategy and manual PO with release strategy.

But there are many PO types which are using for both MRP&Spot buy, if use different PO types to control this, we need to create many document types.

Besides, it can't be controlled by purchasing group, because there is a KPI report for each buyer(purchasing group).

Is there any other method to do this?

Or is there any difference between PO created by MRP and PO created manually?
