Yes, you are using the latest SAPCAR to extract but still you are getting the same error.

Can you follow this SAP Note and try once again.

I downloaded again latest sapcar and it worked

I have used above sapcar with all mentioned swpm, but no luck.

I had used latest version.

What version of SWPM you are using? And what is your SAP product version?

The error is clearly saying that you have to use the latest available version of Software Provisioning Manager.
