SAP FIORI Tiles configuration through Standard Methods

we have a requirement to create Catalog , groups , Tiles and translation through ABAP Program or class , after my analysis i found all the configuration datta stored in wdy_conf_user and wdy_conf_usert . but we were not able to come to a conclusion .

Can anyone let me know the procuedure or standard methods thorugh which groups , tiles , catalogs translation can be created
