not able to create a product if approval status change & create permissions are restricted

1. created a user group of backoffice product manager group.

2. created a user of new user group which was created in step 1.

3. restricted change & create permssions for product.approvalstatus for the new group.

4. logged in with new user in to PCM.

5. not able to create the product.
