Hello,
This is most probably due to a firewall in your network architecture.
To check that, by admin+, set the parameter LS_TRC_DOMAIN to WS and the parameter LS_TRC_SEVERITY to DEBUG for Updater instance and for Dispatcher instance. Then redo the test and check that the web service request has been received by scanning the Dispatcher trace file and the Updater trace file.
