Are you using S4 Hana Public Cloud as a SaaS without expert IT support?

We are a relatively new company using S4 Hana Public Cloud and we are struggling with the support model they have in place. Our expectation is that as a SaaS solution we would not need expert IT teams but our users cannot follow the answers we are being given and are being asked to make changes to the system configuration. Can anyone advise how you are managing this problem without an in house IT team?
