BAPI_PO_CHANGE sum of percentage exceeds error

ERP2005 with IS-PS

In executing BAPI_PO_CHANGE to add two or more service line items, the service line items are not created. The error message number that we are receiving is 06-413

"Sum of percentages >200.0< exceeds 100%"
