Why doesn't order cancel action appear on some orders having ready status?

Hello everyone, We are using OMS but and we didn't any implementation for order cancel action but we couldn't see order cancel action some orders having ready status. What is its reason? I have added screenshots. Are there any condition for displaying order cancel action on ready orders?
