After Publishing the Promotion the catalog version are changed to Staged. why it happened ?

I given Online Category only it published successfully. but not applied any discount
on which module you have published your promotion? promotion-module or promotion-preview-module
promotion-module only

Check your promotion condition weather you have given online category or staged category, if it is staged it won't effect on storefront.
