Hybris 6.5 OOB Multi site setup not creating catalog sync job with proper root attributes on update.

Hi, We are trying to set up multi-site setup by following links- https://help.hybris.com/6.5.0/hcd/3c508a9637c24872a99a1ddca27799c5.html. We are able to achieve multiple sites up and working but the main issue we are facing is while creating multiple base store, sites and catalog via impex, while running update catalog sync job is not getting created properly but once we do initialization jobs are getting properly. Since we can't do initialize for every site setup. is there anything we are missing or workaround to create sync job with proper root attributes while updating. Note: We are creating only base store, site and catalogs via impex for different country where catalogs are linked to super catalog of parent base store as mentioned in the link.
