How to migrate existing Orders in promotions to new rule based

Hi Team,

We have a running system running on promotions module. We are planning to migrate the promotions to the rule based promotions. Now we are wondering how can we still support the old orders in promotions (for returns and cancellations etc) after migrating to the new rule based promotions.

Any help or direction on this is highly appreciated.
