How to 'unlock' Hybris in the database?

How would one unlock hybris in the database? I receive a dump from our production environment which i need to make some changes to to run in non production, one of the changes is to unlock it, so my automated deployments can update the running system - which is presently a manual process due to production being locked when the DB is dumped.
