Is there an OOTB solution to make a promotion be available for X hours and have a countdown to show to the customer. Or do I need to make an implementation?

Yes, Flashbuy promotions gives the options of countdown functionality , countdown functionality is implemented in hybris in js using the start time of the flash buy promotions and the system time. Below link can be refered to install flashby promotions.
