I created a promotion and a voucher, promotion works just fine but when i apply my voucher to the cart promotion doesn't work rather voucher works.

(Legacy) promotions and vouchers are not compatible with each other, so this is the expected behavior.
With 6.1 and beyond, we have the new promotion engine and coupons that work with each other seamlessly. The recommendation would be to migrate.
Even with 6.2, promotion and voucher don't seem to work together. Is there any configuration that we need to do, for making them work together.

You will have to create a rule based promotion and assign a coupon to that as a condition
