Exclude Customers and Customer Groups in Promotions Engine 6.1

Hello Experts, In Hybris 6.1 and while creating a Promotion Rule using promotions Engine, I have noticed that excluding Customers and/or Customers groups to a particular rule is not being effective, have any have found if is there any other issues with excluding in Promotion Engine? Please let me know how you have handle it ? Thanks
