Typically this would involve the carts that typically are replenished but could also come into play with saved carts. The scenario here is that in an ecommerce store, a product is being discontinued. As to not lose the revenue of customers that are ordering said product, a replacement product is chosen to be inserted into the carts of all impacted. FYI: I'm a new hybris customer and have not been able to determine if this type of functionality exists natively on the platform or whether some type of customization needs to be made to implement.
