Our requirement is that developers should have access to HAC on various environments, but we do not want them to be able to initialize the system. How do i achieve this?

it depends on which version, you are using...in 6.3 you can assign user to group HAC_PLATFORM_INITIALIZATION
I dont think it is possible. i tried many times to achieve this. but no luck
