WYSIWYG editor not working

I have been trying to implement the custom wysiwyg editor by following the tutorial in https://wiki.hybris.com/display/release5/WYSIWYG+Editor

After following the instructions, however, there are no noticeable changes to the WYSIWYG editor. Are there any additional steps not listed in the tutorial? I notice that we are not told where to put view.zul - is this important and if so where should I put it?
