Promotion and Customer Segmentation use together

we have a requirement:
Shop from a specific catagory X dollars or plus and get %Y discount instant

Ex: shop from detergents 40 dollars or plus and get %10 discount @cash instantly in the same category.

so we need to use promotions and use segments together. how can we configure this campaign by using them together?
